The Council consists of 20 members representing a host of agencies throughout south Florida. Stake holder groups include but are not limited to: adult education teachers, adult education administrators, students, school districts, Indian tribes, community based organizations (literacy groups), libraries, workforce development boards, migrant communities, business, community colleges, corrections, universities, adult basic education programs, GED programs, adult secondary programs, family literacy programs, and ESOL programs. The combined Councils also address the work for career and technical areas including workforce readiness, workforce education, and high performing teams. Created by Staff of Region V PDC at Florida Atlantic University. Funds for this project were provided through a Section 231 grant awarded by the Division of Community Colleges and Workforce Education, Florida Department of Education.  These funds were part of the Adult Education and Family Literacy Act of 1998.  Supports Title VI of the Civil Rights Act of 1964 [P.L. 88-352] which prohibits discrimination on the basis of race, color, or national origin;  Title IX of the Education Amendments of 1972, as amended [20 U.S.C. 1681-1683 and 1685-1686] which prohibits discrimination on the basis of sex. Section 504 of the Rehabilitative Act of 1973, as amended [29 U.S.C. 794], which prohibits discrimination on the basis of handicaps; and  The Age Discrimination Act of 1975, as amended [42 U.S.C. 6101-6107], which prohibits discrimination on the basis of age.
